Hard answer to answer...
Onions have a great flavor (depending on the onion... I love the sweet vidalias that are not found overseas) but they also have great TEXTURE... garlic has a much more robust flavor but they don't have any texture....
It really depends on the dish which you are cooking and what you are looking to achieve in the dish... both flavor and texture.
