You didn't say what size your tank is only that it is quite small. I consider anything 10 gallons or less to be a small tank. A filter is a very idea for any tank as it will significantly help in keeping the water healthy for any type of fish and will also significantly help in keeping your tank clean. Filters provide water movement and oxygenation for your tank which is essential for healthy fish.
There are some relatively inexpensive freshwater "tropical" fish, however, you would need a tank heater. You could purchase a heater sufficient to warm up to a gallon tank for around 20 US dollars, perhaps even less.
Do not purchase goldfish! While these can be very inexpensive and they are cold water fish, they require a medium to large tank and require fairly extensive tank maintenance. Since your tank is quite small, goldfish will not be a good option.
White Cloud Minnows are a coldwater fish that would do well in a small coldwater tank. Rosy Barbs, Bloodfin Tetras, Pearl and Zebra Danios are possible choices. These fish will tolerate temperatures into the mid 60's.
Purchasing a tank heater would not cost much, and it will significantly increase the choices you'll have regarding fish.

All fish should have a filter. This not only removes wastes but adds dissolved oxygen to the water ance circulates it around the tank.
How small is your tank? That will be the best way to determine what fish you can keep. Many listed above should be in larger tanks, up to 20-30 gallons, and many won't tolerate cool water temperatures. There are some species that stay small, but should be kept in groups of 5-6 or more.
As long as you keep the water around room temperature (68-72oF) you'd be able to keep guppies. If you don't have a lot of room, I'd suggest keeping just males so they don't spawn. If your tank is about 2.5 gallons, you should be able to keep 3-4. A good filter for this size tank is the Red Sea nanofilter. If your tank is 5 gallons, you'll be able to keep 5-6 males. Add a little non-iodized salt (you can use canning or pickling salt from the grocery store which is cheaper than aquarium salt).
Other good choices for a small tank would be white clouds or bloodfin tetras.

Even though you did not say "how small" your tank was, all tanks should have some type of filter. This helps keep the water clean. If just a 2.5 to 3 gallon tank I would recommend either six bloodfin tetra or six white cloulds. If you tank is around a 10 gallon, I would recommend a pair of Paradise fish.

Not sure about the whole coldwater idea, since most of the coldwater fish get pretty big and are, at most times, expensive. I'd suggest some tropical freshwaters like corydoras, swordtails, rainbowfish, diamond tetras/lemon tetras/black skirt tetras, and loaches.
They are all hardy fish and don't cost all that much depending where you go to buy them.

um......... do u mean freshwater? if you do then i would probally recomend platies, mollies, gouramis, angel fish and guppies. if your going to get guppies then just get either male or female because they will brees a LOT. i have 2 platies and there good fish. hope i helped

Ice Blues would do fine. They largest length is 2.5 in.. You could also have angelfishes.
