Normally a stringer is the diagonal boards on both sides of the stairs that holds the treads and risers in place and provides the diagonal structure for the stairs. I think the first guy was thinking of the term "sleepers" which he described very well.

WRONG. Stringers are the support for stairs. They are the sides that are cut out to receive the steps. A stringer is a long horizontal timber to connect uprights.

They are the wooden planks you fasten down over a concrete floor. After that you can fasten under-flooring and then use the under-flooring as a base for carpeting or for a finished hardwood floor. You could also put insulation between the stringers to keep the floor warmer.
