It depends what they want to see.

For shopping, Manila.

But I believe the most popular destination in the Philippines is Boracay. But we have a whole lot of other beaches in other parts of the country, which if tourists actually discover, they enjoy more because there are less people and these places are more peaceful and relaxing.
