If the road IS clear, undertake. I f you get pulled, say that the outside lane was going slower than you you. Stay in that lane.

If they`re doing the legal speed there`s not a lot you can do about it.....unless you try and overtake them in the inside lane(but that`s illegal!!)

the inside lane is for overtaking only so if there is no one in front of them they cant overtake and that is why they stay in the outside lane

'cos they have been driving for donkey's years and have got into bad habits - try flashing them with your headlights (not too sure if it's legal) but they usually move over...
