No, they don't need heat. They do best in water that's room temperature.

There can be a few reasons why your fish aren't active, but if this is a new tank, the most common is water quality. Goldfish tend to be "dirty" and produce a lot of wastes. Part of their waste includes ammonia, and this is toxic to them. Normally, the bacteria in the tank will conver the ammonia to nitrite (also toxic) then to nitrate, but if your tank is too new (or too small) there may not be enough bacteria. As adults, the goldfish will need about 20 gallons for the first, then 10 gallons for each additional fish, so your four will eventually need a 50-55 gallon tank.

The next possibility would be that these are fancy types (with a double tail) which aren't strong swimmers. Your filter may be making too strong of a current, so they're finding a place where they don't have to spend all their time fighting the current. And hopefully, you do have them in a tank with a filter, not a bowl. NO fish should have to live in a bowls as they are too small and have no way of filtering or heating the water well.

THey might be sleeping? Do they still look healthy? are they still moving normaly? do not heat your tank goldfish lie kcold water. What size is your tank? and is the water clean?

take them out the tank and sqezz them gently but firmly and if they wiggle then they are fully healthy. they must be suffring from to much heat... but i HIGHLY recomend you doing the procedure i just told you. hope this helps :)
