I'd say the main difference is in the action, though recently the difference is getting smaller. Keyboards very generally have organ actions, the keys aren't weighted like they are on electric pianos - they're hollow. In addition electric pianos tend to go for quality rather than quantity of sounds, they'll have 2 or so very realistic piano sounds, a couple of electric pianos, an organ or two and a harpsichord and possibly strings. A keyboard could have hundreds or thousands of different sounds - but the piano sound won't be anywhere near as good quality (unless of course you buy a very expensive keyboard, which could have weighted keys and very realistic piano sounds).

In addition electric pianos are often much more permanent and large instruments - they'll be full size (88 keys or there abouts) sometimes with built in pedals and are pretty much unportable - keyboards are much more varied in this respect.
