You have to deal with the poverty in the region, and make it so that those who profit from piracy, either by taking part in the attacks, or being involved in selling goods face the full force of the law. Do that and less people will want to be involved.

Hopefully with time, the problems with piracy will improve, in that there will be less attacks.

Governments in the region must cooperate to stop piracy so that it will not be a menace to society.
