Like you said... Cost is the first thing people would look at.
Processor brand (Intel, AMD) and speed (in GHz),
Hard disk capacity (in GB) and possibly speed (in rpm [revolutions per minute]),
Memory/RAM (in MB or GB),
Graphics Card Memory (in MB or GB) and Brand (ATI, NVidia etc),
Optical Drives (CD/DVD/DVD-RW etc),
Manufacturer (Dell, HP etc),
Operating System (Windows XP, Vista, Mac OS X, Ubuntu etc),
Ports and connections (USB, Firewire ports etc),
Modem,
Peripherals included (does it come with a monitor or printer).
Design is also playing a big part nowadays, people are style concious.
Some people might also check out power consumption as today's society is getting greener.
If you check out Dell's website and pick out a random computer (see sources), it lists a table of all the things people might look for and what that computer has... and you can click the question mark to get help.

(which I later found out it became broken because of the fact it became ripped out of a toshiba and slammed into the hp lol) a $450 computing device grew to become right into a $530 computing device. yet nonetheless, even for ebay computing device costs, the guy would have offered this to us for no less than $600. and after paying for at each and all the places that sell used noteboooks the place i stay, i stumbled on the ebay became the terrific. Cheers :-) mac mini? the guy is calling for USED. no longer amazing little powerhouses that are sparklin new.
