I am looking for an excellent private school or even public school for an English major. I would like it to be in Southern California and close to L.A.

Very few schools DON'T offer an English major, so look to the better schools in the area - UCLA, USC, the Claremont Colleges, Occidental, Loyola Marymount. You might want to look at liberal arts colleges specifically if you are thinking of an English major.
