Car wont star and Im sure I need to adjust my carb

You have to replace the floats. Buy a carb kit, floats and buy or borrow a Haynes or Honda manual for details. This is not a beginner's job.

its sounds like a gasket is leaking and if you dont know how to adjust it you should not try to fix it your self you may need a new carb or get it rebuilt if you want have somebody pour a little gas or carb cleaner in carb to make sure that there is not a problem somewhere else

You will need to remove the carb and float bowl. Something is sticking the float and keeping the fuel coming in. Clean the parts with some injector cleaner and a soft bristle brush.
