i have an external hard drive that has been formatted on mac OS as a MS DOS FILE SYSTEM. it has music files that need to be switched over to a PC.

only little problem is that when i set it up it wants me to format it into NTSF (this computer does not have FAT), and when i select do not format it still will not open.

what am i doing wrong?

Start over and format the external drive as FAT32 using a Windows PC.

Then, copy the files from the Mac to the external to Windows..

Windows and OS X will both be happy.

you additionally could make 4 or extra partitions and set up all of those working structures yet there is only no longer drivers for the recent hardware to run the previous working structures. The previous working structures are considered out of date via hardware manufacturers.

Wow, the FAT16 is old stuff. You may want to use a program to access the files. Newer os dont read fat16 because its so old.
