The packing in the valve may be settled or damaged. Try taking a wrench and turn it clockwise a quarter turn while the valve is open. This may fix it.

My repairman said it should be full of water. Ours was stone cold upstairs so he turned on the heating system and turned the key to,I guess, let the air out. Twenty minutes later he turned the key closed and it's been hot eversince. He said radiator systems are fairly old and use a small paddle to pump the water in so your heating system needs to be on and you need to wait awhile til it fills. Then close with the key.

The gland needs re-packing. To do this, the whole system will have to be drained. Better get it done now before the winter sets in.
