The winds have to be over 73 mph to be called a F-1 Tornado
F stands for Fajita scale.
The largest in the world was may 3 1999, moore Oklahoma, the winds were over 370 mph which is more than the Fajita Scale go, the scale is only up to F-5 365mph.

A tornado is a vortex that descends from a cumulonimbus cloud and reaches the ground. Cloud develops inside the vortex due to the drop in pressure so tornadoes are seen as a grey funnel. Tornadoes seldom hit anemometers so measuring the winds is difficult. Fujita invented his scale, classifying tornadoes by the damage they cause and estimating wind speeds from the damage. The scale goes fro F0 to F5 where F5 is total destruction.

The UK has tornadoes every year. In fact, it has more tornadoes per unit area than any other country in the world. UK people don't seem to be interested in filming them.

A tornado is a violently rotating column of air which is in contact with both a cumulonimbus cloud and the surface of the earth. Tornadoes come in many sizes but are typically in the form of a visible condensation funnel, whose narrow end touches the earth and is often encircled by a cloud of debris.

The video you are describing would NOT be a tornado because it is not powered by a supercell thunderstorm.
