I suspect he IS breaking rules.. which is the use of a library computer is normally subject to their rules (and that usually includes no porn, since it can be offensive to others, not to mention invite viruses/ spyware).
Any library where I have used the computer, requires you to sign in. There may be (or should be) ye old standard disclaimer regarding acceptable use policy.
The obvious thing is to bring it to the attention of the librarian. It might not bother you.. it may be VERY offensive to others.

There is a reason that libraries do NOT censor material. They feel, as I do, that it is none of your business what someone else is reading.

EDIT: Oh my, so many of you are mis-informed about librarians. Unless your city, county or state has an ordinance, NO ONE will censor anyone in a library. The ordinance would be un-enforceable though, as the US Constitution takes precedence, unless you are in Texas, where they were allowed by the government to operate their own constitution.
A librarian will not only NOT interfere but will assist you in finding the material you seek. Libraries DO restrict access to certain sights if the reader is under age. That is as far as they are allowed to go.
Last January and February I was in Kentucky and tried to access my yahoo 360. The librarian had to grant access as it is considered a "dating" site. So even in the south, libraries are protected territory.

You shouldn't confront anyone. If the porn offends you, talk to the librarian - that's their job. It probably is against policy to view porn in the library. Especially considering that some of the patrons could be minors.
