From what viewpoint?
From the view of a company they can get cheaper labor and less benefits. This means more profits so great for shareholders or it means they don't go out of business when they would have when the competition can do the jobs cheaper. This might mean managers others in the US are keeping jobs they would have lost.
The downsides to a company outsourcing might be customers unhappy with speaking to people with less than perfect English. Another might be lack of communication between the American staff and other staff. Also the labor in the other country might start to become expensive.
If you aren't having the people talk to the customers there is almost no downside except customers just thinking it is a bad thing or scandel like child labor law violations.
Another upside is that work is given to people who really need the work so you are helping the poor.
Take sewing garments, no language or educational requirements so it can be done anywhere in the world with low wages. A small village of starving people living in shacks are suddenly offered jobs if they were making $1 a day now they might make $5 a day making the whole village better off. Those jobs kept in the USA would have to pay 10 times as much and pay unemployment and SS tax and not be done better or not much better.
As a customer I can get my clothing with very little cost spending maybe $5 for a tee shirt instead of $25 if made here.
