No it's not illegal. It's just that sending money (cash) through the mail is never a good thing to do, since it can get lost or stolen. It's always better when having to pay for some thing by mail to use a check or a money order for that, so that it won't get lost or stolen.
Also a check or money order proves that you sent the payment in for what ever your buying.

You can send money through the mail...it is not illegal but unless you are sending less than $20 in a birthday card I would send a personal or cashier's check. If you intend to pay a bill with cash there is nothing to say that the person who receives the cash on the other end just doesn't pocket it and what proof do you have that the business ever got your envelope? Understand?

It may not be illegal but, as an employee for a shipping company, I know that almost all parcel companies prohibit the knowledgeable shipping of cash or cash value items.
