Depends on their education a lot. In the rural areas people tend to be nicer than in the big cities, but I think it's like that anywhere in the world. In the cities, generally they are educated, have a very realistic idea about the world around them and the women dress like they're ready to hit the cat walk - I mean that. We tend to be sarcastic and somewhat cynical, especially if we were around when communism was still strong. We tend to have a perverted sense of humor, but it's just for fun. We generally have respect for the elders, referring to them as dumneavoastra (formal you) vs. tu (informal you). Many people live in extended families which means that when grandma and grandpa get old, you take care of them, you don't put them in a home. Like everywhere else in E. Europe, we have some gypsies - some of whom are nice people, and some who are just odd in their customs. The gypsy king lives in Romania. Some Romanians think that money grows on trees in the US. Some are more interested in appearances than they should be, especially after the fall of communism.
We also have some bad people who commit crimes or do stupid things. Most of our very smart people live in Canada or the US, or elsewhere working as engineers or working for Bill Gates (second most spoken language in Microsoft is Romanian).
We have some brilliant writers and actors. People like Mircea Eliade (History of Religions), Emil Cioran, Eugene Ionesco. We have great gymnasts - Nadia Comaneci, Domonique Moceanu (US).
Just wanted to let you know that Cold Mountain was filmed in Romania. The director said we have the most pristine mountains in the world. Also, part of Borat was filmed in Romania (not Kazakhstan). It's a very poor village, probably gypsy since the cow is in the house (lol - don't ask - some gypsis just love their cattle - maybe some old custom from India?). Yes, those people are NOT educated, probably the kind you'll see on Springer, but not so mean. They are really nice and try to take life as it is, poor as they are, they enjoy their lives.
I'll attach some links for you here so you can see what I mean.
Watch some of all of them so you get a well rounded view of Romania. We are not all the same, and I think that's what makes us a wonderful people. We have Germans, Jews, Russians, Arabs and Gypsies. Somehow, we get along. The worst thing that can happen to you in Romania if you're a tourist is pick pocketing.
ENJOY!!!

Nobody could be a better ambassador of Romania here on Y!A than Codrina. She's given you an insightful and colourful answer; enjoy doing your search and following the links she provided. You'll discover a wonderfully diverse country and above all warm people with a rich culture. I'd like to add I'm not biased as I'm not Romanian, but as their southern neighbour from Serbia I'm only happy we have them next door because we've been through a lot together and never received anything but a warm and friendly support from them. They are among highest ranked people to us in terms of successful and positive international relations.
