I think the invite time depends as to who you're inviting. If it's family or friends that you see on a regular basis, then 3PM seems like a good time.

If it's a party filled with people who haven't seen each other in a while and you know they're going to want to catch up quite a bit, I would suggest 12 or 1PM.

depends what time you want people to go home. a party should be between 3-4 hours long, any longer and people want to leave!
