Musks,Muds and Painted turtles are the smallest turtles they only get about 4 or 5 inches.

my turtles are pretty small... but they are getting bigger... i have red eared sliders, the female is the largest. she is about 10 inches and still growing. (they started the size of quarters about 6 years ago) i expect another 3 inches in the next few years.

turtles are alot of work and very expensive.

i wouldn't worry about salmonella unless you plan on licking your turtle. if a child is holding it, the child will probly stick his hands in his mouth after, so simple hand washing will take care of it.

dont get red ear slider thay are often sold as babys that are 5 inches long but theygrow huge
i will never get a turtle i always consider them as pets that carry samonella
( misspelled )
and best thing is to keep them in tanks with filtered water so that its easy to maintain them
