You can knit them using two circulars or just one circular needle.
I prefer to use one long circular needle. My local yarn store showed me how to do this. Its so much easier and faster than double pointed, and cheaper than buying 2 circulars.

I usually knit mine flat and sew them together, making a neat seam up the inside of the foot and ankle.
