To be an elementary school teacher one needs a Bachelor's Degree- in many states the degree is in Education. Some states will allow new teacher's to have a Bachelor's Degree in another field with the understanding that more coursework is necessary to continue teaching.
In many states, one needs to pass the National Teacher's Exam in order to qualify for a teacher's certificate or license.
Also- many states now require a significant amount of time in the classroom as a "Beginning Teacher" or "Student Teacher" prior to becoming a full -fledge teacher.

You do your undergrad degree, if you're sure you want to be in teaching then it may help to do a childhood studies course. Once you've done your degree you can do a PGCE (post grad cert of ed), normally a year long. You can also sometimes do the training whilst you're working.
