sounds to me like the car thinks its stolen and has went into theft mode. you need to do this to reset the PCM.
SECURITY RELEARN PROCEDURE
In the event that your vehicle fails to start you will need to perform the Security Relearn Procedure. This procedure allows the PCM to function properly in your vehicle. Follow the steps listed below completely.
Attempt to start the car by turning the key to the Start/Run Position.
Observe that the vehicle fails to start and that the security light is illuminated.
Release key to the 'ON/Accessory' Position. (DO NOT turn key to the 'off' position.)
Allow the vehicle to sit with the key in the 'ON/Accessory' Position for no less than 11 minutes.
Turn key to off position and allow the vehicle to remain in the 'OFF' position for no less than 30 seconds.
Repeat #1 - #5 for 3 cycles.
On 4th attempt, car should start.
NOTE : Since this is a fairly long procedure, I would limit all electrical sources, such as disconnecting headlights, to prevent discharge of battery.
NOTE 2 : It is SAFE to wait LONGER than the allotted time, but it is not safe to wait less time. I.e. 12 minutes instead of 11 minutes should be safe; however, waiting 10 minutes instead of 11 minutes is not safe.
Properly executed, this procedure should take approximately 35 minutes to complete.

It sounds to me like your fuel pump has went bad. To check the fuel pump, put your key in the ignition and turn it into the run position. If you hear a low whining sound from the back of the car, then your pump works and something else is wrong. I had the same problem awhile back on my Firebird. Luckily, it went out in the driveway at home.
Fuel pumps are known to go out just after a tank fill-up and will not go out while you are driving. It could be expensive to fix since your fuel pump is in the gas tank, which will have to be dropped (draining gas first, of course). Your local Advance Auto Parts or Pontiac dealer should have the part in stock or be able to order it.
Another way to test is to open up the air filter container and spray a small amount of ether to see if it starts off that. Do this ONLY with a small amount and DO NOT repeat this process. This will confirm that fuel is not reaching the motor.

It could be a lot of things not happening.. such as there not being enough fuel to ignite the spark. Or, at the same time your car could have low batteries. You can't really attribute a problem in a car to something as simple as the fuel filter. Either way, good luck getting your car started. The best thing you could probably do in order to help it start would be to turn the key to on, there, you will hear what seems like a pump in the car. That, is the car pumping fuel to have it started. Once there is fuel, try to provide the spark. Good luck from there.

Not likely.
A plugged fuel filter will still alow enough fuel to start a car, but not allow it to accelerate.
It could be a timing belt, fuel pump, ignition fault, or major mechanical problem.
It's hard to say with the limited information you provided.

It could be the filter. Generically speaking, onece the car is turning over, you need 3 things... Fuel, air, and ignition. So yeah, it could be the fuel filter. It could also be the plugs, wires, injectors, or any number of other things.

there's a pocket measurement the place only keys exist...that's relatively like the measurement the place single socks exist however the considerable measurement is far less good, inflicting the keys to return... think of being a set of keys, unexpectedly with the skill to circulate around freely and then POOF! you're back interior the domicile...waiting for some domicile/vehicle/mailbox proprietor to return %. you up. unhappy relatively...

if you suspect the fuel filter, 1st check for fuel pressure at the intake manifold, if you have presure there, then filter is not clogged

It is possible it could be that your carburetor is flooded, or like you said it also could be your fuel filter, check them both. Good luck on getting your car to start!!!
