dont be squimish here scoop the poop with your hands if necessary - it is yours after all!
remove as much waste as possible and keep adding water to dilute the remainder.
scoop again etc. gloves may be used if you want but the feel isnt the same ... yuk
if you dont have a plumbers plunger, once the level is low, an old towel can be used as a sort of plunger. you will need some water level to act as the compresor on the waste blockage.

eventually it will clear. dont flush either. if you do, have a bucket ready to scoop quick and catch the over flow

What you need is a Closet Auger. It's different from the conventional plumbers auger in that the handle is about 3' long, with a crank handle attached to the end of a cable that has a spring attached to the end that goes into the water. The lower end of the shaft is also bent at an angle to help guide it up into the opening at the bottom of the toilet bowl. These things are quite sturdy and should help unblock even the most stubborn of plugs. You many also have to use a regular plunger a little after the auger, go get the water to go down the first time, then it should flush fine.

How do you know where the blockage is, have you lifted the external manhole covers to see if the drain run is blocked.
If the blockage is at the trap of the Pan then a simple plunger should force the waste away. There are chemicals such as Drain aid fluid etc these are acids which eat away at the core of the problem. If on the other the drains are blocked you could try simple drain rods to clear. Failing that then an emergency drain aid contractor would be requested.

I assume you mean the bend midway through the toilet fixture. It is easier to stick something thru there from the bottom than from the bowl. this requires that the toilet be removed from the floor first.

You could use the toilet brush and force the water etc: down by pushing it until it breaks up and passes ~don't flush until it "gives"
also the plunger etc: if that doesn't work

use scalding hot water from a turkey pan in the toilet and plunge it

Use a plumbers plunger, if that doesn't work use a plumbers "snake." If that doesn't work, you need a plumber.
