Try booting without mouse connected, if cursor stops moving, buy a new mouse

Yea sounds like the mouse. If it's a laptop then it's the touchpad and you can disable it and plug in a mouse.

newegg.com has good deals on optical mice, better than walmart or bestbuy.

If that was to not fix it then it might be the keyboard or the mouse/keyboard port on the PC itself in which case you can probably replace them with a USB mouse and keyboard, if you don't already have them.

As well as the mouse itself, check the pins in the connector. Have seen weird behaviour like this before with a bent pin.

well try disconnecting your mouse and see if the probelm persists. If not, the problem is with the mouse. If all else fails maybe try a different mouse.
