Im kinda lost with your question. Your brothers friend ran over YOUR cell with his bike? if thats the case then ya leaving it on the ground isnt very responsible and if thats how you treat your phone then you shouldnt have one

Do your chores and even things that you are not asked to do. Make sure you do your homework. Do the dishes without asking. Once you establish that you are responsible with that kind of thing, I am sure once you sit down with them and discuss it, they will be willing to listen. You may already do these things.
Get a list of pros and cons to owning a cell phone. That way they know you have really considered it in all areas. I would ask for a prepaid phone, that way you know you will never go over minutes. Try earning extra money by helping the neighbors and then show them you can help pay for it.

Maybe ask your parents to start you off with a track phone, so you can prove you are old enough to take care of a phone. Track phones are inexpensive and they can limit the amount of time and texts you are allowed. My advice is not to be picky when it comes to picking out this phone and plan out, be happy with what they offer you. Showing you are grateful for what you are receiving, even if it isn't exactly what you want will show them your maturity. Good Luck!

Then use your school's phone when you stay after school and use your home phone to talk instead of texting and wasting your parents' money. Anyone who would whine about a cell phone, is clearly not mature enough to get one.

Just explain to them that you would never run over a cell phone with a bike, and that you need one for emergencies.

Find a cell phone you like (not too much) tell your parents the reason you want it (emergencies, school, friends etc.), get to know the plan (How much it cost a month, etc) and sit down to them and talk about it. :] And don't complain and whine

talk to your parents. ask them what you can do to get one. if they say you will not get one, end the conversation right there - to show your level of maturity. OR they will tell you how you can get one and you do that..
good luck..
