I think "one of the greatest" would be appropriate. I loved the Pergamon Museum on the eastern side. It was like watching history going on the cross-city bus (recommended in the guidebook) from the Zoo on the western side to the Radio Tower on the eastern side--esp along the wall area (I was there when the Wall was down, but the rebuilding had only just begun.
The food is wonderful! I stayed in the Altstadt (sp?) at the Dom Hotel, so I got to walk around the old city center where they were removing the "stalinist" type facades and putting up more appropriate facades to match the older buildings. Then I stayed in Charlottenburg in an old villa and that was a completely different feel.
I'd love to go back to Berlin and see the changes since I was there in 1997. And of course have more of that wonderful food.

From what I saw when in Berlin, the drugs and the sex scenes were pretty much the same as in Amsterdam, it's just that in Amsterdam you were expected to pay for it. The sex that is.

It's close to being the greatest but the people are poor so it's not that great if you live there. But a great city to visit.
I would say maybe Prague, Vienna or Amsterdam.
Der Spiegel the German mag ran an article recently on the six "coolest" cities in Europe. They were:
Tallinn
Amsterdam
Copenhagen
Dublin
Hamburg
Barcelona

Personally, I think Lefkosia ( Nicosia) is one of the most interesting cities.....and is the last divided Capital city. I think its very under-rated, there is so much to see there.
