The reason is b/c the bird and the wire are evenly charged or at the same voltage level. If the bird was to touch another source like the ground then one leg will be charged and the other will not be, thus causing the bird to get electrocuted.

You need to touch the electrical wire and a ground, if you only touch one thing you're okay. Birds do get electrocuted if they touch a grounded conducter and live wire at the same time.

anyone or thing would get electrocuted if they sat on electrical wires.that's why they have that rubber covering them. its insulator material. and electrical waves dont pass through insulator material e.g rubber. birds only get electrocuted when they sit on that part that exposes the electical wires.
