I want to send my sister a CD (photos) to America so she can download onto her computer is there a problem such as there is with vidio recordings ie VHF and UHF and their NSI ? system

You seem to be a little confused.

VHF and UHF refer to radio and television broadcasts - they have nothing at all to do with CDs.

There is no such thing as an NSI system. Televisions in the UK work on PAL and televisions in the US work on NTSC. These have nothing to do with CDs.

A CD burnt on a computer will work on any computer, anywhere in the world.

Yes they are compatible and DVDs are even compatible in most computers as I know that my laptop can play every region of DVD that I have asked it to play so yes send her the photos she will like that as I think a "memories disc" is a really nice for anyone to get.

There is no difference between UK and US computer files.
You maybe thinking of DVD regions but on a pc this is usually not relevant.
