In apartments around here in large cities your landlord has to supply heat when it is below 65 degrees (at least that is the number I recall reading about in the newspaper).

If it is a condo or a rented house you control the thermostat and pay for the fuel.

Hmm , I would think if I were in a residence and paying for it.. I would be the one in charge of if I wanted the heat or air conditioner on .. there is no certain date, unless its written into your lease agreement, then you wouldnt have a leg to stand on . Otherwize pull out the blankets or better yet go buy an electric blanket.. that will help too

A landlord is not required to provide you with luxury items. You can get your own heat. Know what I mean?
