How do I get my window unstuck from the top of my screen!?

Question

I can maximize, minimize, and close the window. But whenever I try to "restore down" the window, it is so far above my desktop I cant reach the controls to move the window.

Resizing manually from the bottom corners dosent help either...

Right click on it's task bar item, select "restore"
Right click again select MOVE, then
DO NOT TOUCH MOUSE

Press the DOWN ARROW key (cursor) and whichever other you need to move it back onto screen

Right click on desktop, go to properties, settings, and change your screen resolution to something smaller. I think this works half the time but I remember doing it before and it worked.
