1. yes it is very possible men do pre-ejaculate
2. You need to talk to him and if he says that's not his intentions then i think you should look into birth control and use condom becuase you can end up pregnant and if your not ready your only hurting yourself and him. Good Luck

Yes you can. Even if he doesn't "go back in" as you say.
If you are concerned about it. Don't have sex unless he is wearing a condom before you start, and you should also use a vaginal anti-sperm cream.
Bottom line = Protect yourself. Not just from pregnancy but from STD's as well.

No, he's just trying to prolong the feeling of being joined together. It feels good.
Pull-out method is not a reliable method of birth control. Semen leaks before coitus, and semen is bound to still be leaking afterward. If you don't want to get pregnant, double up on another couple of methods.

2. Either he is trying or just doesn't care. Either way, you can get worse than pregnant that way. Genital warts, HPV, syphilis, gonorrhea, Hep C, and of course AIDS can all happen in that case along with pregnancy.
