They have photo quilt kits at different hobby or craft stores. Try Michaels, Hobby Lobby, or JoAnn's

Make a quilt like that one and then set the pics where you want them in the middle. Use your sewing machine and sew the pics down. I would lay some clear tape over the picture before sewing it just in case it gets wet!

just get any old rug clean it up good and stitch some photos
