is there anyway we can contact someone on his neglect

my neighbor upstairs said the furnace has not been checked for five years

He isn't responsible to make the furnace efficient, it just has to work.

If you want to save money, you will probably have to foot the bill to have the furnace tuned up. You should also pick up some furnace filters and change them at least once a month during operation.

Some utility companies will inspect appliances for free, especially if you call them and mention that you smell something that you do not think is right. You know that Co2 can kill you. Improper working furnace can also be a fire hazard.

You can contact the BBB. You should not have to foot the bill for an inspection on equipment that is not yours. But, if you do, for your safety, tell your landlord what you have done and your possible options of recouping at least some, if not all of your money.

It's not considered neglect if the furnace is in working order.

If there is a problem with your furnace, there should be a local housing authority you can contact about this landlord.

Unless there's a *specific* reason to check it, he/she will not spend the money.

Your anxiety is not a reason for anyone else to do anything. Landlords and bosses are not your parents.

you can change the filter for your own health and don't worry about something that isn't broken. I haven't had mine checked for going on that long if not longer my self.

Call the city, a land lord is responsible for providing the means for you to have heat and water that are in working order.
