I don't know how to restore the new car smell, but here are some tricks my mother in law told me about and they really do work.

Baking soda (yes it's true, that's why it is used in refrigarators!)
Coffee....it absorbs the odors, but it also leaves a coffee smell.
Dryer sheets placed under seats, etc. If you find one that smells really good and you like it, your car will smell like the dryer sheet and the odor will be absorbed.

Good luck!

Nothing you use will work as all items are made to mask the smell. Cover it up. Not to remove it.

The only way to permanently remove a smell is through an ionization process. If you happen to have a Sharper Image Ionizer machine. Then just put this in the car for about 12 hours set on high w/ the windows up. If you don't own one, call around to detail shops in your area and ask who has an Ionizer machine. A shops version is normally a brown or black box. Set in the car for 6-12 hours.

Ionization actually attracts the negative ions in the car (negative ions = smell). In turn removing them from the carpet, fabric, headliner, plastic, etc. The only down side with a treatment is your car will smell like an indoor swimming pool for the day. But at least you know the air is clean in that car.

There is a NEW CAR perfume in shops here. Did you try any carpet deodoriser also?

New-car sprays" are available that purportedly reproduce the smell of a new car in older vehicles using an aerosol spray. However, many consumers find that such sprays do not smell authentic, perhaps because of the complexity of the scent being reproduced

find a detail shop that has a commercial ionizer and see how much they will charge you to use it in your car. after they use the ionizer in the vehicle it smells really funky for a little while but then the smell goes away. after that there is no more smell.
