Technically ,yeah.But really it depends on the degrees these two planets are in the signs.
The aspect orb for a square is about 5 degrees.
Thus Venus in 26 degrees Pisces would square Mars in 24 degrees Gemini(24-26=2,which is in the aspect orb).
But let's say Venus were in 13 degrees Pisces ,it would not square Mars(24-13=11,way outside of the aspect orb).

If Venus is in Pisces and Mars in Gemini, as per ancient indian astrology, they are in kendra (square) to each other. But if you mean 'Drishti' (View or sight of one planet on the other) by the word aspect then, Neither Mars aspects Venus (Mars aspects 4th, 7th and 8th houses only) nor Venus aspects Mars (Venus aspects 7th house only) - as far as full Drishti (full aspect) is considered. There is another detailed concept called partial aspect as well.
If it is western astrology, I think your statement is correct. But I am no authority on the same to provide an opinion.
