"MCMXCVLL" is not in a proper format. Those "L"s are probably really "I"s.
MCMXCVII = 1997

Roman numerals break down this way:
M, mille = 1000
D, quingenti = 500
C, centum = 100
L, quinquaginta = 50
X, decem = 10
V, quinque = 5
I, unum = 1

The numbers are written left to write and added together. If a lower number appears before a higher number, those letters together represent the difference between those two numbers.

So, when we look at MCMXCVII, we see:
M = 1000
CM = 100 less than 1000 = 900
XC = 10 less than 100 = 90
V = 5

a small number before a bigger one means take it away

so

MM =2000

MCMXCVLL = 1000 + (-100+1000)+ (-10+100) + 5 + 1 + 1
=1997

Those are Roman numerals. M represents 1000, so MM is 2000. The second number is broken down as follows:
M = 1000
CM = 900
XC = 90
VII = 7
Therefore: 1997.
I assume you found these at the end of movie credits, where the publish date of the movie is usually shown as Roman numerals.

MM = 2000
The other is not valid Roman Numerals, since L is never used in pairs. Also V never precedes L.
The valid part -- MCMXC stands for 1990.
If this is MCMXCVII it stands for 1997.
