If it's for a Christmas program, most schools offer ideas. I would suggest dressing your child in green sweats or a green leotard, depending on the weather where you are. You can get a star, Santa hat or angel for your child's head to make the top of the tree. Then, you can either wrap your child in tinsel and lights or sew them onto the green clothes. Sewing would guarantee they'll stay in place but it will be unwashable. Something to consider.
The hat below is actually shaped like a tree and lights up. Might be interesting. You can always use any Christmas headgear at a craft store or you can use one of those headbands that has stars or something else related to Christmas.
The pictures at the second site below should offer inspiration as well. They actually sell tree costumes. So, you can either copy what they have done or purchase one.

Get a jumper or long dress. If it's green, great. If not, you can glue green felt all around it. Add some trim at the bottom, then glue or sew the ornaments on. Make a pointy cap from thin cardboard and cover with felt. Put a star at the top. It's really not hard to do. If you look at www.fujifilmpictureperfecthalloween.com, you will see a couple of different tree costumes.

hm... hard one. i would take cardboard and cut it into triangular pieces (the braches) and stick two togather to make a half of a pyramid, and do that manytimes, and the stick them all together in kind of a round fashion. then paint that green, take a cone and paint it green, stick your kid in the middle of the circular pyramids (the farther down ones should be bigger) and stick that cone on his head like a hat!

don't put your child through that; i could imagine that it'd be uncomfortable...
how about you dress your child up in red and green with a santa hat.
