Firstly, check that Paypal has not been trying to contact you regarding the payment, eg you might need to upgrade your account to receive a payment made by credit card. Assuming there is no such issue, ask the buyer to forward you the email Paypal sent him confirming his payment to you. If he does this (there is no sensitive personal data in the email) then you know the problem lies with Paypal and the two of you can take it up with them. If he will not forward the email, you may rightly be suspicious, and you should register a dispute with Ebay.

Contact Paypal saying a person from a specific email address has said he's sent payment but it hasn't been showing up on your account. They need to be brought into the picture.

Don't argue with him, tell him you're talking to Paypal trying to find where the problem is, and that you'll get back to him once you hear from them.

You need to send a message, through Ebay, that payment has not been received, file a claim with Ebay that there is a member with non-payment and ? has merchandise been shipped. When payment is made, then customer usually receives a notice that goods have been shipped, as payment was received. Do everything through the ebay site.

Yes, you will pay for the upgrade, but worth it.
