sounds like a poor installation----take the screws out where they are loose and take some wooden match sticks or splinter some wood laying around and wedge them into the screw holes, I like to put a little wood glue on these sticks, this will give your screws something to hold to.

First I would call the builder back, and have them finish the job correctly.
If they will not, then you have a few options for doing the work yourself.
When you say the screw won't go in anymore, do you mean that the screw bottoms out in the hole while some of it is still sticking up? Or do you mean that the screw just spins in the hole without biting and holding?
Assuming that the hole is stipped out you have 2 choices: Either make the hole smaller, or make the screw bigger.
You may want to consider inserting a plastic anchor into the hole. You can find these at any hardware store that sells nails or screws. The cost will be just a few pennies. Take your screw along so that you can compare, and you have an example. The staff there should be able to fix you right up.

Call the builder up and tell him about the problem ,after all you paid him to do a proper and professional job.
Maybe when he put the door up he didn't find the stud and just put the screw into the dry wall ,in that case he should have used an anchor ,you can buy one by taking the screw to the Hardware store and find one that is big enough to insert the screw in ,they are either plastic or metal they open up like butterfly when inserted into the wall ,I have use the metal ones when I put the towel bars up .

go to the home depot. buy a wooden dowel the size of the hole, cut it down to about 1 1/2 " insert it where the screw goes with some wood glue just tap it in a little. any part of the dowel that sticks out you can trim it with a utility knife. then reinstall the screw.

goto a hardware store and ask for
tap cons, [its a screw made for masonry] screws, at least 2 inches longer than whats in it now, you will need a masonry drill bit for that size of screw,
drill the hole deeper than the screw, insert the screws,
