It's a website where you can post your fanfiction works from different books, movies, shows, etc. You should check it out if you're interested.
And you'll only be arrested if you don't give Rowling the credit for coming up with everything that she did. I mean, you have to tell people that everything besides this new plot belongs to her. But with this new suing spree she's been on lately, even that probably wouldn't stop her. Ha.

I'd say don't do it unless you can get JK to collaborate.
However, I must admit that either prequels that deal with some of the characters about whom we know so relatively little (Minerva McGonagal, Arthur and Molly Weasley, Professor Sprout), or perhaps a fill-in of the 19-year gap between the Battle of Hogwarts and when we meet the Potters putting their second son on the Hogwarts Express might be interesting.

Well, you can try and publish it at several fanfic sites. I don't think you'll be in hot water as long as you properly acknowledge JKR and scholastic and as long as you don't go around selling it.
