1) Terrorism =>terror=> lotsa fear. Fear is the destroyer of reason. terrorism projects a fear that is much greater than the REAL threat because it is random.

2) Are you actually saying that it is not terrorism if the CIA blows up a bridge or shoots someone? Or if the Navy SEALS go in and sink an oil tanker in port?

Terrorism is a real threat. Innocent people all over the world have been killed by terrorists. Terrorists strike at will and where they choose. I would call that menacing.

You don't say what state's monoply your referring to.
