The same reason that fabrics, paper, etc. darken while wet, and soap lather is white. The refractive index N of water is closer to that of hair than is the N of air. When light enters dry hair or airy lather, more of it is returned by internal reflection in individual parts. When wet (or when the lather changes to a liquid), internal reflection decreases and the light is conducted further into the bulk of the material.
