Women do not belong to men. Women and men all belong to God. God made a woman to be the companion of a man, not his property. If a woman is going abroad to escape her marriage, then that is an entirely different question.
But a wife needs to consult with her husband on any important matters as he must consult with her on anything important which affects the two of them and both must consider each others feelings carefully.

Depends where you are. Here in USA, a woman can do as she wishes. In other countries, women as property and they can do nothing without the permission of the husband.

It depends on the country you live in and what the laws are within that country. In the US, wives can do the same as husbands and are considered equals in most households.

There are no laws that would restrict where you can go, let alone one that makes you tell your husband.

no laws to stop you. but it is nice to let your husband know if you won't be home for awhile.
if you're leaving him, just leave a note so he knows not to calling the missing persons squad. "i'm leaving you. sorry it didn't work out. will file the divorse papers to you asap".
