You should try going to a beginner class. Usually, most people come without partners. Partner is not needed for registration to any ballroom class (except for very advanced classes, but that's later). You will be switching partners throughout the class. This way, you will have someone to dance with.
But the answer to your question is yes and no. Ballroom was designed to be danced as a couple, so eventually you do need some sort of partner. But you can train alone sometimes. As you probably know, there is Latin style and Standard. Latin is OK to practice alone about 50% of the time (just my opinion) because you're a lot more independent in this style but Standard is much harder if you're alone, especially if you're a follower. You travel backwards by yourself, and you keep bumping into people. Also, it's hard without feeling your partners body weight. Even if you manage to train alone most of the time, you'll get used to some of your mistakes (aka develop bad habits) that will make dancing with a partner somewhat difficult. Don't over do it.

You know, I was wondering the same thing. I am looking into taking ballroom dancing lessons but my husband and my brother both aren't interested in doing it with me so I am partnerless! :( So I am just going to ask the dance studio when it gets a little closer to registration time if a partner is needed in order to enroll in the class. If you are looking for ballroom dancing lessons, try your local dance studios or even your local community college. Have fun dancing!

The idea of ballroom is 2 people moving together as 1.

I have a dance partner and we compete but for a while i was also part of a performance group where we danced indivually

Practicing alone is a good idea when you can't dance with a partner, but dancing alone otherwise sort of misses the point, doesn't it?
