First of all it would help to know the purpose of the filter.

If it's a pool filter/ since you mention "TOP OFF" it may be a stainless "BOWL in 2 halves held together by a strap and bolt clamp.

Without any of us truly knowing you will get all manner of answers

the other type that I have worked with are hard plastic that have about 20 bolts and a gasket between the 2 halves.

if you are just adding sand, it would be best to find out why and where the sand is going. could be more problems that a diy'er will want to tackle.

You dont. You suck more sand into it through the intake. Just mix up a sand/ water slurry and suck it through the intake hose.
More importently, how did you loose sand in a closed system??? Are you sure it needs more???
