Windows XP is a strong and stable install.
Windows Vista is the 'next thing', and has more 'graphics'.
Bottom line: IF your PC is fully designed from the ground up for Vista (memory, video card, etc), then Vista is ok. Otherwise, install XP.

Obviously Windows XP is the best OS for personal computers. I don't know what do you mean to say "or windows". XP is a flavor of Windows series operating systems. So, whatever.. go for Windows XP.

The best OS is OSX Leopard from Mac, plain and simple. But for your case (XP or windows?) You should go with XP until the first service pack comes out (Around Jan i believe-it will fix many bugs and such) and then you should be fine with Vista.
