If PC will not even beep once and display POST when power connector is connected to HDD, HDD could be overloading the power supply and causing auto-shutdown (a safety feature). HDD could be grounded to the case or has an internal short.Try powering on with HDD connected BUT dismounted and not touching any metal part of PC case.

The "power cable pin" is actually a cable that connects the power supply to the new HDD, then you need a RIBBON cable to connect the motherboard-HDD-CD ROM and new HDD. Once they are all connected and you boot up the PC will notice new hardware.

go into the bios,then in Advanced BIOS options set Harddisk as First Boot Device.If still not booting try to connect this harddisk to another pc or try another hd on this pc.In this way check whether hd is working.
