If this is a simple rebuild, you can do a basic wipe during the reinstall of Windows. Simply boot from the CD, and have it delete the partitions.
If you want everything is scrubbed off, like if the drive is being sold, you'll need a program like Dariks nuke program, or one of the other scrubber programs.
The highest level security to ensure nothing is 'given away', is the one used often, a large hammer breaking the drive into small bits.
Up to you to determine what level is appropriate for you.

Are you talking about reformatting your hard drive or wiping the data so it can never be recovered (for security reasons)? If it's the former, then reinstalling the operating system will reformat the drive. If you need to completely wipe the data for security reasons use something like Eraser: http://www.heidi.ie/eraser/

you dont need a floppy for this one.
There are other software but they are with money.
Wipedrive is one of them.
They are called low level format
