Seems like it would take a really long time to erase all the highlighter marks in a book, even if you had a way to do it.
I guess what I'd do is to use a different colored highlighter, then just highlight the parts *I'd* want to mark as important then try to ignore the other highlighter color.
Most solvents and abrasives you'd use to try and erase the highlighter would probably also seriously erode the text, but some inks are susceptible to heat and fading, so I guess you could try putting the whole book in the oven to see if that would lighten the highlighter (I'd certainly try that on a page you didn't care about first though... perhaps a facing page... but do use the same paper). Btw, the paper wouldn't actually burn till it reached about 450 degrees so no problems there, though there could be paints or glues on the cover or holding the pages together that could soften.
I guess you could also try (diluted) bleach... that might weaken the paper but may not affect the text ink as much as the highlighter ink.
If the highlighter ink is blue, you could photocopy the pages (and the blue wouldn't show up or would be very light), but that would be a lot of work for many pages.

If you want to just highlight the passages you find interesting or relevant, all else can be done with stickie note flags. You can get them anywhere, and you can just put them on parts of the page that relate to what you are trying to figure out. For example, let's say you are reading a passage and find a word you don't know, taciturn. (only example) So, you grab a flag, put taciturn and maybe a question mark on it, then put it next to the passage. Then you will have a way of remembering instead of coming up with a whole entire code. I use highlighters for passages I want to remember for posterity, or papers. Depends on the book of course, but if you plan on keeping the book, then perhaps only highlight the things you will use later, and mark on flags the things you may not know right now, but will know by the time you read it again.

sharp scissors, razor knife etc. ignore the highlites until you'veread them into context, then decide if you agree or disagree ... that's why I never buy new books, htey weaken the learning experience because I have a tendency to take people at thier word instead of thinking for myself

I don't know of any way, but I do know some for other stuff for any future reference! If the book cover has like a cellophane cover, try the first method.
To:
*Erase a permanent marker from a smooth surface (glass, water bottle, etc.): color it with a few layers of erasable marker *I didn't like how I had written my name on the plastic CD cover for our Cheerleading music, so I colored over it with an erasable marker, but then decided to erase it. But, when I did, I ended up erasing the permenent marker, too!*
*Erase pen mark from leather (pocketbook, leather shoes, etc.), squeeze a dab of toothpaste on the mark and rinse; then erase with an eraser *My mom erased the pen mark for me after I came home with my brand new Coach*
